ICE Continues Crackdown—Asks Miami-Dade Officials to Detain Illegal Alien Charged with Murder
Suspect was previously arrested and detained, but the Biden administration released him back into the U.S.
Federal immigration agents have lodged a detainer request with officials in Miami-Dade County, Florida asking them to refrain from releasing a criminal illegal alien charged with murder.
The suspect, William Serrano Domenech, a criminal illegal alien from Cuba, claims to have entered the U.S. through Florida in August 1995. A Department of Justice (DOJ) immigration judge issued Serrano Domenech a final order of removal on February 20, 2002, and he was taken into custody by the Immigration and Customs Enforcement (ICE) agency in 2023. However, the Biden administration released Domenech back into the country.
Domenech reportedly admitted to fatally shooting a 42-year-old victim named Raul Aballe on August 17. Deputies with the Miami-Dade Sheriff’s Office arrested Domenech the next day.
ICE lodged a detainer the day after Domenech was arrested. The sheriff’s office has not yet said whether it will honor the detainer request.
This ICE detainer request occurred in the context of a larger nationwide crackdown on illegal immigrants with a criminal history. An “enhanced immigration enforcement operation” in Virginia and Maryland led to the arrests of 1,328 illegal alien criminals between Aug. 1 and Aug. 14. The effort resulted in the capture of criminal illegal aliens with histories that include murder, attempted murder, rape, aggravated assault, assault with a deadly weapon, assault and battery, kidnapping, domestic violence, sex crimes, arson, drug trafficking, drug possession, weapons crimes, driving while intoxicated, along with other offenses.
Although sanctuary policies were in place in parts of Virginia and Maryland, ICE agents were still able to make arrests.
How We Fix It
- The 287(g) program works. Municipalities and states should partner with ICE to enforce federal immigration law.
- Force states to eliminate sanctuary policies that give cover and protection to dangerous criminal illegal aliens and violate the Supremacy Clause of the Constitution.
- Encourage local officials to honor detainer requests from ICE so federal agents can make arrests in the security of a jail cell instead of having ICE expend time, manpower, and resources to arrest criminal illegal aliens on the streets—a far riskier proposition for all involved.
Why It Matters
- As DHS Secretary Markwayne Mullin said in a press release, a dangerous criminal like Domenech should never have been released in the first place. Lax enforcement under the Biden administration had and continues to have deadly consequences.
- Americans see the results of stricter enforcement of federal immigration law. Homicides, burglaries, carjackings, motor vehicle thefts, and other crimes are down, according to White House figures.
- There is a nexus between illegal immigration and the opportunities to commit voter fraud. Noncitizens have appeared on the voter rolls in several blue states, including New Jersey, Pennsylvania, California, and Nevada.

Promotion and exposure of these sobering statistics can help move public policy in the direction of stricter law enforcement while uprooting sanctuary policies.
