Franny Hong’s Job Creation Plan for Wisconsin: Legalize Prostitution
The struggling single mom and wannabe Wisconsin governor is trafficking a 1-year-old sex bill across state lines.
Wisconsin State Rep. Francesca Hong, a member of the Democratic Socialists of America (DSA), just announced new legislation—the Sex Workers' Bill of Rights—that would fundamentally change the culture in Wisconsin.
It's not a new idea. A nearly identical bill, the Sex Workers' Bill of Rights Act, was floated in Illinois a year ago, but it stalled in committee and went nowhere.
DSA has been trying to decriminalize "sex work" for years, using eerily similar language to Hong's bill—a fact that only further cements her status as an obedient socialist hack lacking original ideas. Instead of promoting the culture-damaging policies of an activist group, a better lawmaker would draft tailor-made bills to address the real problems constituents face.
It is a crime in Wisconsin to patronize or practice prostitution, and that is how it should be. Better to deter—rather than encourage—sex for money because often, so-called sex work is really the rape or assault of a coerced trafficking victim.
Hong's bill eliminates the crime when all parties are consenting adults. But who can tell if consent is genuine when coercion is such a common element of prostitution? The bill has other troubling elements, such as putting prostitution on the same level as all other work.
The intimacy of sex is not akin to flipping burgers. To deny the powerful emotional reality of sex is to deny human nature.
Overtime Sex
Hong's bill calls for prostitutes to have the same rights as other workers, including minimum wage and hour protections. Does this mean prostitutes earn overtime if they work over 40 hours a week? Who tracks their hours? Pimps and traffickers? Is it healthy to engage in "sex work" for 40 hours a week, or is it more like a public health risk?
"Employers, clients, and those benefiting from the services of sex workers must ensure safe working conditions, including protection from violence, exploitation, and human trafficking," the bill reads. But because prostitution is often connected to shame, it will always have an underground element, inviting crime and coercion of women in the privacy of vehicles, homes, and hotel rooms. It is impossible to regulate.
Freelance prostitutes working without a pimp will be "independent contractors [and] shall be treated as legitimate sole proprietors or businesses," the bill says. "Sex workers shall have the right to control their work, negotiate fair contracts, and receive payment for their services without interference or exploitation."
It's hard to imagine how that works in the real world. It would take longer to negotiate a contract for a job than for the sexual encounter itself. If prostitutes were keen on paperwork and paying taxes, they would already have a better job.
The legislation demands workers' compensation and health benefits for sex workers and bans discrimination for those seeking housing or public services. If prostitution is such a good job, why are public services like SNAP and free housing needed?
Of course, the truth is, it is not a good job; it is a terrible job.
Hong Is Not Serious
Hong, a Wisconsin state legislator since 2020, earns nearly $61,000 a year. She seeks the Democratic nomination for governor in the primary election, and she wants prostitutes to know she understands them.

With her Sex Workers' Bill of Rights, Hong wants to normalize sex without consequences, but it does not exist—sex always has consequences. Prostitution is the currency of the desperate or the criminal.
Sex outside a loving, committed relationship leaves emotional scars. Anyone claiming otherwise is lying to themselves—time and perspective will soften their view. Our already overly sexualized culture does not need legislation that tells people prostitution is a normal, safe, legitimate way to earn money. Prostitution is too often misused.
It would be better for society if Hong addressed the issues that lead people to prostitution rather than try to legitimize it. No little girl dreams of being prostituted when she grows up. She dreams of opportunity and deserves dignity that cannot be found as a hooker, even at minimum wage with taxes taken out.
But this is just a show for DSA and other donors. Hong knows this disgusting bill will never pass in the Republican-led Wisconsin Legislature. While she wastes time and state resources on introducing a bill with no legs, she could be crafting bills that would improve lives.
Hong is not serious about "sex workers' rights," and she should not be considered seriously for Wisconsin governor.
