Wisconsin Candidate’s Top Priority: Give Illegal Aliens Driver’s Licenses

JoCasta Zamarripa has no clue what the Wisconsin Secretary of State does, but she still wants your vote.

When applying for work, it helps to know what the job entails. JoCasta Zamarripa, the Democratic candidate for Wisconsin Secretary of State, apparently has no clue what powers the office would actually grant her.

Zamarripa said, in a recent interview with broadcaster Vanessa Kjeldsen, her top priority, as secretary of state, would be to have the governor sign a law allowing "undocumented Wisconsinites" to obtain driver's licenses. Illegal aliens, that is.

That could open a door for those illegally present in the United States to register to vote. In U.S. federal elections, it is illegal for noncitizens to vote, but when they obtain the criteria to register—a driver's license or Social Security number—some do register and vote.

Zamarripa noted that she tried to pass a bill when she was a state legislator that would have done the same thing and that David Crowley, who is currently the state's Democratic gubernatorial candidate, had backed the bill. She believes that he, as governor, would again be supportive. Moreover, she wants to have a conversation with him to verify this and on "pro-immigration policies" that she hopes "he'll be supportive of." She should be able to find him; Crowley is the Milwaukee County executive, and Zamarripa is an alderperson in the city of Milwaukee.

Crowley’s Support Secure

Zamarripa could simply review 2017's Assembly Bill 727, which she, Crowley, and other lawmakers co-authored, proving he favors the measure.

"This bill allows the Department of Transportation to issue driver's licenses and identification cards to certain persons who do not provide documentary proof of such persons' lawful presence in the United States," the bill's first line reads.

In other words, Wisconsin would ignore an opportunity to identify someone not entitled to be in the United States and make it easier for them to operate.

The legislation does say that anyone who does not provide a Social Security number will get a driver's license with the words "Not valid for voting purposes."

Noncitizens authorized to work in the United States get Social Security numbers. Noncitizens who overstay their visa still have the number. Former President Joe Biden expanded "humanitarian parole" and Temporary Protected Status to millions of people who entered the country illegally, giving them work status and making them eligible for Social Security numbers.

"Driver's licenses for undocumented Wisconsinites is going to improve the public safety of all Wisconsinites, whether they're fifth-generation U.S. citizens or brand new, newly arrived immigrants, because it's going to mean more folks with a driver's license driving on our roads, more folks accessing affordable automobile insurance," Zamarripa said in the interview.

The road was not safe on July 20, 2025, when Noelia Saray Martinez-Avila—a criminal illegal alien from Honduras—struck a vehicle while driving drunk in the wrong direction in Wisconsin, killing Hallie Helgeson, 18, and Brady Heiling, 19. Martinez-Avila didn't have a driver's license.

Nationwide, state governments have granted driver's licenses to illegal aliens with disastrous results. In 2025, the Immigration and Customs Enforcement (ICE) agency arrested Akhror Bozorov of Uzbekistan. He had a commercial driver's license, or CDL, from Pennsylvania and was working as a truck driver. ICE agents arrested him in Kansas. He was wanted in Uzbekistan for belonging to a terrorist organization.

U.S. Transportation Secretary Sean Duffy started to crack down on non-domiciled CDLs last year after several illegal aliens killed other motorists in terrible crashes.

Not The Job

It's a weird campaign promise because the Wisconsin Secretary of State has nothing to do with driver's licenses. That job belongs to the state's Department of Transportation. And Wisconsin is one of the few states where the Secretary of State does not manage elections. The Wisconsin Elections Commission administers elections. But the Secretary of State does validate the certificate of votes for the presidential election and maintain county clerk records.

Someone should explain to Zamarripa that the primary role of the Wisconsin Secretary of State is to authenticate documents for use in foreign countries, including documents needed to expand a business overseas or adopt a child internationally. The job demands conviction that documentation is important; not a person who is OK not seeing papers, not someone willing to bend the rules.
