Changes to Military Ballot Requests Will Disarm Democrat’s Overseas Voter Registration Racket

The Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) was never meant to include never-resided U.S. citizens.

The Trump Administration has just tweaked the form used by overseas military voters; a little move that will prevent thousands of people who have never lived in the United States from improperly voting in U.S. elections.

Anyone studying election integrity knows there is not a single, clean solution to the pernicious movement that aims to control election outcomes. Politicians, bureaucrats, and activist groups have, for years, quietly changed seemingly minor details and policies, leaving voting systems intentionally vulnerable to corruption.

The cure for their attempted death-by-a-thousand-cuts is a thousand strategically placed band-aids—small policy changes that heal the system and, together, strengthen election security. That is exactly what the Department of War (DOW) did in a recent request to change the wording on the Federal Post Card Application used overseas to register to vote and request an absentee ballot.

Never Resided

The Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA), passed by Congress in 1986, allows absentee voting by members of the U.S. military and Merchant Marine, their family members, and U.S. citizens residing outside the United States.

Incredibly, (unrelated to UOCAVA) people who have never lived in the United States—moreover, never intend to—are eligible to vote in U.S. elections if the birthplace of one of their parents was in the United States, making both parent and child U.S. citizens. They are called “never-resided” voters, and in 32 states and the District of Columbia, they are eligible to cast absentee ballots.

The written rules for voters who register by mail, including the UOCAVA applications, don’t apply to never-resided voters but a tricky paperwork change years ago allowed them easy access to our elections through the Federal Post Card Application, available for download on the internet.

The old form included a box to check for never-resided voters asserting, “I am a U.S. citizen living outside the country. I have never lived in the United States.”

That line invited the never-resided voters to participate in UOCAVA.

The new form ditches that line. It also asks applicants to say whether they have a valid driver’s license and requires the license number. If there is no license or state-issued identification, the form requires applicants to provide their Social Security number. Anyone without that information may expect to hear from their local election office to answer more identification verification questions.

That means never-resided voters can’t use this new form. They never should have. The old form didn’t comply with the 2002 Help America Vote Act (HAVA), which says, "an application for voter registration for an election for Federal office may not be accepted or processed by a State" without either the applicant’s current and valid driver's license number, or, for cases of any other applicant, the last four digits of their Social Security number.

The new form also stops states like Pennsylvania from sending ballots to voters before verifying the applicant is eligible to vote. As previously reported, the Pennsylvania Department of State directed county election officials in 2022 to send ballots to unverified voter registration applicants, then went to court to defend that action.

Get Out the Foreign Vote

Back in the olden days, when election results were posted on election night, officials always noted that they still had to count the “military ballots.” Everyone would do the math on whether the handful of military ballots the county received were enough to bridge the spread between the known results. Usually, they were not, but that has changed. Now they say, “overseas ballots,” because the cast votes are no longer majority military.

Leftist activists started so-called “nonpartisan” nonprofit groups like the Center for U.S. Voters Abroad Turnout Project, VoteFromAbroad.org, vote.org, the U.S. Voter Foundation, and Overseas Vote—all interconnected, heavily Democratic, and all on a mission to run overseas voter registration drives.

The Biden administration got in on this too, spending wads of taxpayer money through the Federal Voting Assistance Program (FVAP) on advertising to never-resided U.S. citizens that they are eligible to vote in U.S. elections.

A look at social media for these nonprofits shows they are currently urging overseas voters to engage in the midterm election.

Vote From Abroad offers advice for applicants who can’t remember their last U.S. address, which is a requirement for the voter registration. The address tells election officials the district a ballot should come from. The advice includes finding a street view map and looking for an address.

Presumably, the savvy voter could choose an address with a competitive congressional race. But picking a random address will no longer work on the UOCAVA federal postcard. It now asks for an applicant's last address before leaving the United States. If someone has never lived in the United States, they never left, and so, they are not eligible for UOCAVA privileges. Of course, they could certainly vote in U.S. elections if they move here.

The foreign get-out-the-vote effort has been effective.

During the 2020 COVID pandemic, the United States called thousands of overseas workers home. Countries closed borders, flights were canceled, and the entire world was on house arrest. Common sense says there were fewer Americans overseas during the 2020 election cycle. Yet, there was a huge jump in total UOCAVA voters.

Data compiled by the Voter Reference Foundation shows that overseas non-military voters eclipsed military voters for the first time in 2014 and then climbed sharply since then. Total UOCAVA votes have also increased. Data detailing never-resided voters within the non-military set has not been collected. Each one of us would like to know how many people, namely those who have never lived in our culture and never intend to set foot here, shape our politics with their votes.

Democrats want the United States to resemble Spain, France, Somalia, or anywhere that is more likely to vote for the free stuff Socialism promises. They have enlisted every available voter around the world to help destroy America.
