Anonymous Complaint Alleges Maladroit Handling of Boys & Girls Club by Lynchburg Council Candidates
Allegations of prostitution, preferential treatment, and untoward political activism roil club leadership.
Prostitution, favoritism, inappropriate political activism, communication restrictions, and questionable employee terminations are among the list of complaints that have ensnared Stephanie Reed, Lynchburg's former mayor and current "At-large" council member, and one of her top cronies just days before the November elections.
Reed, who is also the CEO of the Boys & Girls Club of Greater Lynchburg, is the subject of an anonymous complaint filed with the club’s corporate leadership that delves into detail about "alleged favoritism, abuse of authority, employee terminations, interference with board communication. potential conflicts of interest, and decisions that may negatively affect the children and families the organization is intended to serve." Reed is running for re-election as an independent to the Lynchburg City Council At-large in Virginia and is on the ballot in the general election on November 3.
The complaint follows on the heels of financial controversies that have roiled Reed during her time as mayor from 2023 to 2025. As Victoria Manning of Restoration News previously reported, Reed signed off on salary and benefit increases for public employees that have been called into question. But now it’s Reed’s stewardship of the club, a few days out from her re-election bid, that is the center of attention. The complaint states that she engaged in "preferential treatment" while terminating other employees who may have deserved greater due process. Moreover, it lists several cases that warrant more examination.
Discouraging Transparency and Accountability
Reed also stands accused of preventing any meaningful communication between employees and the club's board members. Apparently, Reed raises questions whenever employees do attempt to communicate with the board—namely, questions aimed at discouraging transparency and accountability, according to the complaint.
But the board itself also comes under scrutiny. The anonymous employee filing the complaint had this to say about fellow board member Christoper Boswell:
I have heard concerns from employees regarding Christopher Boswell's alleged treatment of staff and his interactions with employees. A now-deceased employee stated she had knowledge of alleged instances in which Christopher solicited prostitutes for personal purposes. Further, I have heard concerns that there is an excessive amount of alcohol use by Mr. Boswell at his office.
Boswell is also running for the council At large in partnership with Reed. Their names will both appear on the ballot in next week’s election. Lynchburg residents elect the city's seven council members, of which three are At-large, via popular elections in November of even-numbered years, under staggered four-year terms. The City Council, in turn, chooses from among themselves by a simple majority vote the mayor and vice mayor to two-year terms.
Another potential bombshell in the complaint concerns what decisions led to the club’s relocation and how much the board was involved with the decision-making. The complaint describes how the prior location served a mostly black community and provided vital services to children in that location for several years. Notably, parents from the prior location have indicated that "transportation barriers" prevent their children from attending the club.
There are also some indications that Reed and Boswell have used the Boys & Girls Club to benefit them in their political campaigns. The anonymous employee goes into some detail about what was witnessed
I have observed conduct that raises concerns about whether Stephanie Reed has used work time and her leadership position for personal political purposes, including activities related to her current campaign for City Council. I have witnessed what appeared to be campaign-related work being conducted during time that should have been devoted to Boys & Girls Club responsibilities. I have also observed politicians visiting the new office under circumstances that appeared to involve political or personal meetings rather than ordinary organizational business…”
The complaint ends with a request that the club's corporate leadership take a hard look at "relevant work schedules, meeting records, communications, and the use of organizational resources to determine whether these activities were appropriate and consistent with applicable organizational policies, all relevant legal requirements, and all requirements associated with our 501(c)(3) status."
Reed, who previously won as a Republican, has been called out before during her mayoral tenure for attempting to muzzle critics from the public at large and within the news media.
