CALIFORNIA: A Surprising Triumph for Election Integrity on the Left Coast

Widespread support for voter ID in California signals a refreshing shift toward common sense

In a surprising development, a California voter ID initiative has cleared the signature hurdle to appear on the ballot this November. Organizers submitted 1.3 million signatures—far exceeding the required 875,000—setting up a showdown with Gov. Gavin Newsom and the Democratic establishment. 

Led by the nonprofit Reform California, the proposal seeks to amend the state constitution to require a government-issued photo ID for in-person voting and ID numbers for voting by mail. It also verifies citizenship on voter rolls using available government data and ensures accurate maintenance of those lists. 

Will This Blue State Clean Up Its Act?

Today, California law allows voters to simply attest to their citizenship without proof, and ID is only required at the polls in niche cases like first-time federal voters who registered by mail. Even then, something as simple as a government-issued bus pass can suffice. 

Crucially, this initiative would do away with signature verification of mail-in ballots, a time-consuming process prone to human error.

“It’s common sense,” said Reform California Chair, State Assembly Member Carl DeMaio (R). “If you need an ID to board an airplane or buy a pack of cigarettes or buy a case of beer, you should make it pretty easy to use an ID to vote in an election.” 

The uncertain fate of the SAVE America Act has prompted many conservatives to shore up citizenship verification for voters at the state level. California might seem an unlikely state to push for photo ID verification to vote. Yet signatures for the initiative came from all 58 counties, with nearly half coming from Democrats and independents, proving that concerns over election security aren't confined to one party. 

Such strong bipartisan support should come as no surprise. A recent nationwide Pew Research Center survey revealed a whopping 71 percent of Democrats back voter ID. Even a poll from the far-left University of California Berkeley—whose Law School Dean called the initiative harmful to democracy—found most California Democrats support requiring proof of citizenship at registration, and an overall majority of Californians supports requiring it at every vote.

Election Transparency Initiative National Chairman Ken Cuccinelli issued the following statement: 

California voters are sending a powerful message that election integrity should not be a partisan issue. Basic safeguards such as voter identification and citizenship verification are common-sense protections that help ensure every legal vote counts and every voter can trust the outcome of our elections. Federal elections should be decided by American citizens, and election officials should have reliable procedures to verify that requirement. Confidence in elections depends on transparency and clear rules that are applied consistently.

Opponents like the leftist American Civil Liberties Union and the League of Women Voters complain the measure is a barrier to voting, especially to minorities and the poor. Newsom even signed a bill in 2024 banning local jurisdictions from imposing ID rules. 

Yet states with similar voter ID requirements have seen increased voter turnout, including among minority groups. Additionally, this ballot initiative—like all conservative voter ID measures—requires the state to provide eligible voters with free voter cards if they lack a government-issued ID.

California’s voter ID initiative exposes the profound disconnect between elite liberal views and everyday Californians’ desire for election integrity. By surpassing the signature requirement to put this on the ballot, Reform California has reaffirmed that conservative grassroots campaigning can succeed even in the bluest of states. By putting the power to fix the election process in voters' hands, it bypasses the Democratic trifecta in Sacramento. 

Once county election officials verify the signatures, California voters will get the chance to vote for this on November 3.
