Biden’s Secret Express Lane for Importing Illegal Aliens
President Open Borders is importing hundreds of thousands of non-citizens from war-torn communist countries, and paying for them with Americans’ welfare benefits. It’s a fast-pass to “legalizing” illegal aliens that needs to stop.
If you follow news closely, you may have caught Florida Gov. Ron DeSantis reveal a newly discovered scheme by the Biden administration to fly 326,000 illegal aliens to Florida cities, swamping the state in crime and welfare dependents.
“[Biden] gave us no notification on any of that” before flying huge numbers of non-Americans directly to Miami from overseas, DeSantis said—effectively “illegally legalizing” them in foreign countries.
Since then, Restoration News has uncovered more of this secret “express lane” for importing hundreds of thousands of non-citizens from failed and Communist countries including Venezuela, Nicaragua, Haiti, Ukraine, and Cuba directly to a community near you. And it’s even worse than you think.
The “Legal” Illegal Alien Loophole
This scheme hinges on a legal loophole allowing the Department of Homeland Security (DHS) to selectively foreigners to our country by designating them “parolees.” Parolees are not asylees or refugees waiting in America for a future court date, though they do often obtain asylum in the U.S. Instead, they’re people who are not otherwise authorized to enter the U.S.—and would be considered illegal aliens if they did so without the government’s help—yet are helped inside anyway by executive fiat.
In other words, they’re “legal” illegal aliens.
Biden’s DHS originally created its parole program to import Ukrainians in April 2022 before quietly expanding it to include Venezuelans in Oct. 2022 and again in Jan. 2023 to include Cubans, Haitians, and Nicaraguans (leading to the program’s nickname, “CHNV”).
Critically, this allows 30,000 people each month—close family members included—from impoverished and dangerous countries to fly into the U.S. with the Biden administration’s blessing, granting them a two-year parole to effectively live illegally in our country with no consequences. After that, they’re free to apply for asylum status to remain here permanently.
Parolees are not refugees; they’re individuals allowed into the country by DHS for “humanitarian reasons,” family reunification, or “significant public benefit”—something Biden’s cronies get to define. And because they fly here directly, they bypass safe refuge nations like Mexico where they would otherwise likely be required to remain under international asylum laws.
By DHS’ own admission, these parolees are “by definition inadmissible” to the U.S.—yet were released inside our borders anyway by Biden’s lawless regime. Former Immigration and Customs Enforcement directors Tom Homan and John Fabbricatore believe it’s unlikely they’ll ever leave after that two-year window expires, short of a mass deportation.
Documents subpoenaed by House Republicans reveal that Biden brought in 404,000 non-citizens between January and August 2023, with 1.6 million more people awaiting authorization as of Oct. 2023. That’s about 1,000 people per day, mostly from Venezuela and Haiti.
Those Venezuelans can’t be deported, either—because Venezuela isn’t accepting return flights. Experts similarly believe Nicaragua’s Communist regime is using hundreds of chartered flights carrying Haitian and Cuban refugees—“armed migration”—as “leverage” to gain “concessions” from the Biden administration. “This is definitely a concrete example of weaponizing migration as a foreign policy,” one explained.
If the 30,000 per month CHNV cap holds, we should expect that another 270,000 people were granted entry in the 9 months since August.
Even if Biden loses reelection this November, expect another 240,000 individuals to enter under CHNV by the time he leaves office in Jan. 2025. If win wins, that figure could explode to nearly 1.7 million people by the end of his second term in 2028.
When Texas and 20 other Republican-run states challenged the program’s legality, a Texas judge dismissed the plaintiffs’ suit for “lack[ing] standing to bring these claims”—the Left’s favorite way to avoid giving conservatives their day in court.
This is the radical Left weaponizing our open borders to punish American citizens.

Government Benefits for Illegal Aliens
Enter the Catholic Legal Immigration Network (CLINIC), a left-leaning nonprofit providing legal advice and aid to parolees under the CHNV program. The group provides comprehensive resources for anyone trying to import Venezuelans, Haitians, Cubans, or Nicaraguans into America—and even advises how to access public benefits normally reserved for Americans.
Parolee benefits, which vary slightly by country, can total tens of thousands of dollars to American taxpayers per person:
- Medicaid coverage
- Supplemental Security Income—$1,415 /mo. for a couple ($17,000/yr.)
- Food stamps—SNAP ($195-281/mo.), TANF ($559-587/mo.),
- Access to Refugee Resettlement Services—a direct $900 payment
- Refugee Cash Assistance—8 months of payments ($230/individual, $611/family of 4, and rising)
- Child Health Insurance Program—as much as $7,169 for a family of 6
- Low Income Home Energy Assistance Program—covers all utility bills
- Rental assistance from FEMA—as much as 18 months coverage ($37,900)
- Access to HUD housing programs—covers 30 percent of household income
Despite its name, CLINIC—an offshoot of the increasingly far-left U.S. Conference of Catholic Bishops—advocates for illegal immigration and actively fights deportations with funding from the Ford, MacArthur, and Soros-bankrolled Open Society Foundations. The group uses faux-biblical messaging to push a secular leftist agenda, questioning both private property rights—“all goods of the earth belong to all people”—as well as national borders:
When persons cannot find employment in their country of origin to support themselves and their families, they have a right to find work elsewhere in order to survive.
In 2022, CLINIC announced it had received $1 million from the federal Citizenship and Immigration Services to “expand [the network’s] range of services for our low-income immigrant clients on their path to citizenship.” Past federal grants are tagged for “paving the path to citizenship and integration for refugees.”
Democrats’ Permanent Underclass
To get approved for entry, a CHNV applicant needs a sponsor already living in the U.S.—which can include asylees, refugees, and other non-citizens such DACA “dreamers” (the children of illegal aliens brought here illegally). The Department of Homeland Security brags that it approves 97.5 percent of all CHNV applications.
And once in, don’t expect any to leave—not if Democrats get their way.
New York’s Cruella De Vil-lookalike Governor, Kathy Hochul (D), has lined up 40,000 jobs (and counting) for these parolees meant to keep them here long past the CHNV’s two-year window. That includes a whopping 10,000 “transitional” state government jobs for “tech support,” “food services,” and “clerical roles” in the state university system. In total, it’s estimated to cost New Yorkers $2.4 billion.
In May 2023, the New York City Council passed a resolution demanding Congress expand the CHNV program to allow parolees to work without waiting for federal authorization and Biden to use executive orders to gran them work permits.
And Hochul’s specifically targeting Venezuelans—which should scare the hell out of you.
Importing Criminals
Restoration News has reported close to 1,500 crimes by illegal aliens since February 2024, many of them sexual assaults against young children or brutal murders committed by Cubans, Nicaraguans, Haitians, and Venezuelans.
In March, for instance, police arrested 21 illegal Venezuelans and Cubans for a massive human trafficking and prostitution ring in Florida. A month later, an illegal alien from Haiti was arrested in New York for murdering his two roommates before his deportation hearing. Just a day prior to that, a Venezuelan attempted to rob a bank in Ohio—but couldn’t speak English to the tellers.
Venezuela emptied its prisons in 2022 at the direction of its communist dictator, Nicolas Maduro, and now many of those hardened criminals are in our country. We’ve traced 34 crimes committed by Venezuelan illegal aliens since February—most infamously the murder of Laken Riley, a 22-year-old Georgia nursing student bludgeoned to death by an illegal alien helped into the country by the Biden administration.
When House Republicans proposed a bill to help states sue DHS for violating non-citizen parole laws, all 5 of Georgia’s Democrat Congressmen voted against the measure.

Chicago is rife with members of Venezuela’s ultraviolent Tren de Aragua criminal cartel, which has spread to Wisconsin. In February, New York police caught a 15-year-old Venezuelan wanted for robbing a store and attempted murder. A 32-year-old Venezuelan was arrested in Virginia for raping a 14-year-old after he’d been detained and released in Texas under Joe Biden’s catch-and-release policy.
And many people will recall the infamous TikTok video by an illegal Venezuelan advising other illegal aliens how to “squat” in American homes… until ICE arrested him.
Nicaragua is once more ruled by the communist Sandinistas headed by Daniel Ortega, infamous for mass executing the regime’s enemies. And Haiti is suffering a total breakdown in law and order as criminal gangs pushed the nation into civil war, led by the cannibal warlord calling himself “Barbecue.”
These countries’ tragedies are bad enough over there; are you ready to import them to your neighborhood?
