Biden Gave $218 Million to Marxist “Enviro Justice” Groups to End Climate Racism
A new target for Elon Musk’s Department of Government Efficiency.
Outgoing President Joe Biden funneled over $218 million from taxpayers to groups and localities pursuing far-left “environmental justice” policies to end “the legacy of racism” caused by “climate change.”
“Environmental justice” is not about the climate; it’s a Marxist term rooted in “intersectionality,” the far-left dogma that portrays all history as a series of winner-take-all power struggles—men vs. women, blacks vs. whites, workers vs. capitalists—and America as an oppressive country rooted in white supremacy. The dogma of intersectionality allows hardline ideologues to apply this power-oppressor smear to absolutely any topic, from sex and “gender identity” to “housing justice,” “food justice,” and “healthcare justice.” It transforms everything into a social justice crusade against supposed racism and bigotry embedded in America’s DNA.
The Environmental Protection Agency (EPA) was chartered in 1970 by Republican President Richard Nixon to “encourage productive and enjoyable harmony between man and his environment” by cleansing smog from the air and pollution from the water. Today the EPA runs an “environmental justice” program to push woke policies that have nothing to do with the environment—and it’s costing Americans hundreds of millions of dollars.
Who benefits? The eco-activist groups and bureaucrats reaping these kickbacks to advance hateful, anti-American ideas.
You’re Paying the Left to Lobby
Madison, Wisconsin—which voted 75–23% for Kamala Harris in 2024—was awarded over $20 million by the EPA on Dec. 1, 2024, under Biden’s 2022 strategy “to make transformative progress on environmental justice and civil rights” by paying Democrat-run cities and Native American tribes to “develop their own visions of well-being and resilience, advocate for change, and influence public policy.”
By “civil rights,” the EPA means “maximizing benefits to overburdened and underserved communities”—meaning non-white, LGBT, and other Democrat constituencies—“as they adapt to and recover from climate change.”
One of Biden’s first executive orders on his first day in office (EO 13985) mandates the agency include “a comprehensive effort to advance equity throughout all of EPA’s policies, programs, and activities.” In practice, that means subsidizing key Democrat voting blocs so they “have the capacity they need to meaningfully engage government programs” (i.e. lobby for more “green” policies).
Other recipients of this equity kickback: $20 million to the Confederated Tribes of Grand Ronde, whose political contributions favor Democrats over Republicans by 83–17%; $20 million to Springfield, Massachusetts, which Harris won by 34 points; and $20 million to the Urban Restoration Enhancement Corporation, an affordable housing developer whose board includes at least 2 Democrat donors.
Another $20 million benefited the tax-exempt Primavera Foundation, a self-described “social justice organization” in Tucson, Arizona with a mission to promote “social, cultural, economic and environmental justice” through affordable housing, which will “support a more resilient community” (that is, climate change-resilient). Notably, the $20 million grant is more than double the foundation’s $9.5 million revenues for 2022 and 2023. Numerous Primavera Foundation staff have also contributed to Democrats, including Senator-elect Ruben Gallego and ex-State Sen. Kirsten Engel, who narrowly lost her bid to unseat Republican Rep. Juan Ciscomani in Tucson.
Primavera boasts a “race, equity, diversity & belonging statement” on its website that blames America’s affordable housing crisis on “systemic, structural and institutional racial and ethnic exclusionary policies in home ownership, rent, zoning, redlining and restrictive covenants.
“Arizona and Tucson are no exception,” the group sermonizes, “with documented policies and practices that served to prevent individuals and families from owning or renting homes based on their racial and ethnic heritage.”
To end this history of deep-rooted white supremacy, the foundation integrates “race/ethnicity, equity, diversity and belonging in [its] communications, data gathering, education and training, and programs and services.”

Gonzaga University, a private, liberal-leaning Catholic university, received another $20 million to advance its environmental justice program that develops “students’ understanding of myriad causes of environmental inequality.” Gonzaga has demanded the U.S. “reduc[e] greenhouse gas emissions and harmful pollution” while calling on Catholics “to address climate change.” From a Jesuit Examen published by the university:
I ask for the grace to look closely to see how my life choices impact creation and the poor and vulnerable. What challenges or joys do I experience as I recall my care for creation? How can I turn away from a throwaway culture and instead stand in solidarity with creation and the poor?
I ask for the grace of conversion toward ecological justice and reconciliation. Where have I fallen short in caring for creation and my brothers and sisters? How do I ask for a conversion of heart?
Other, smaller 6- and 7-figure EPA grants went to a host of Democrat-run locales: Arlington County, Virginia (Harris +59); Los Angeles, California (Harris +33); Flagstaff, Arizona (Harris +20); Cleveland’s Cuyahoga County, Ohio (Harris +22); and Houston, Texas (Harris +6).
The EPA gave a $3 million grant to Front and Centered, a radical Seattle-based advocacy group whose mission is “a Just Transition away from an extraction-based economy to one centered on ecological restoration, community resilience, and social equity, fueled by regenerative resources and cooperative work, governed by deep democracy, and a culture of caring and sacredness.”
“These conditions are the result of historic and persistent institutional racism and systemic inequity,” the group proclaims in its demand to fully abolish traditional fuels as part of a climate justice agenda to “dismantle institutionalized systems of oppression.”

Green Communism
None of this was sanctioned by the American people or chartered by Congress. The EPA and all other federal agencies operate at the President’s discretion—giving President-elect Trump and EPA director nominee Lee Zeldin the power to shut down this abuse of public funds to subsidize partisans on the Left.
He should start by abolishing the EPA’s unjust environmental justice office, which wastes billions of taxpayer dollars on hateful programs that divide the nation with absolutely no connection to the agency’s original mission of safeguarding our air and water. This is pillaging from the public treasury to pay off the professional activists running the Democratic Party—and running the country into the ground—and it must stop.
For years, Democrat administrations have treated the EPA as giant money spigot for their allies while soaking everyday people who don’t believe carbon dioxide will kill their kids. Zeldin and Elon Musk’s Department of Government Efficiency have an easy target. The ball is theirs—now run with it.
